Safety officer

The Safety officer coordinates safety assurance, regulatory approvals and certifications from design and manufacture through operation, alteration and eventual deconstruction. The role makes sure that the necessary safety questions are answered and appropriately evidenced; it does not replace the designers or specialists responsible for answering them.

A Safety officer brings:

experience administering safety, compliance, approval or certification processes on substantial construction projects;
broad technical understanding and the judgement to recognise when specialist expertise is needed;
knowledge of the applicable local regulatory regime and experience working with regulators, inspectors, certification bodies and specialist professionals;
disciplined management of evidence and records, supported by clear communication; and
the authority and professional confidence to require missing safety assurance to be resolved before work progresses.

The role does not require one person to hold every specialist engineering qualification. The Project client, together with the Site office, ensures that an appropriately competent person always occupies the role, even when the person changes during the building’s life.

The Safety officer identifies the requirements that apply, brings in the necessary specialists and authorities, and coordinates the evidence, inspections, regulatory approvals and certifications. Depending on the project and its location, this includes:

fire safety, structural safety and building-services safety;
manufacture, transport, lifting, installation and temporary construction conditions;
safe occupation, access, operation and maintenance;
safety-related environmental compliance and other regulated specialist systems; and
alteration, module removal, deconstruction and demolition.

The breadth of the role changes with the building and the local regulatory regime. Its purpose is to find the questions that must be answered, not to make the Safety officer the technical expert responsible for every answer.

The designers design. The Safety officer makes sure that their safety responsibilities have been identified, addressed by appropriately competent people and supported by suitable evidence. The Building designer retains responsibility for overall design coordination, while the Frame designer, Module designer, Services designer and Foundation designer retain responsibility for the work appropriate to their roles.

The Safety officer defines, coordinates and assures safety requirements and processes. The Site office administers their practical implementation by the responsible parties during manufacture, transport, construction, commissioning, operation, maintenance, alteration and deconstruction.

The Safety officer maintains the safety-assurance information associated with the building specification: the applicable requirement, the responsible designer or specialist, the evidence required, the relevant approving or certification body, the current status and references to the resulting records.
